Traffic Discipline

Don't we deserve the proper traffic signals, good road condition as shown in picture?

A lot has been said by authorities about bad traffic
discipline in Delhi. There is no denying from the fact that mostly people are
not disciplined. They/we must change.



There is one more aspect that keeps coming in my mind while
I am driving. What if the facilities on road not adequate? Who should be fined
for that. Has anyone noticed the status of Red Light signal in our cities. It
is so difficult to see most of them from a good distance. Either they are
behind green cover, lesser in height or stand at wrong angle.



The traffic jam, less parking facilities etc. etc.....people
are going to break rules until the facilities are not upto the mark.



Citizen pay fines if they break a rule.



Is there any rule that administrators would be fine if they
are unable to provide the right kind of facilities to the citizen?
